Indonesia's 2025 visa classification: what employers need to know

Since 2 June 2025 Indonesia uses a new visa classification with 110 indices and one unified working visa, E23. What it means for companies hiring expatriates.

What changed

A decree of the Minister of Immigration and Corrections, No. M.IP-08.GR.01.01 of 2025 on Visa Classifications, took effect on 2 June 2025. It reduced the number of visa indices from 133 to 110 and regrouped stay permits under a new lettering.

For employers the most visible change is in work visas: names and codes used on older permits no longer match what new applications use.

One working visa: E23

Foreign expert workers sponsored by a company now apply under a single working visa index, E23, which replaces twenty earlier sector-specific indices. A few situations keep their own sub-index:

  • E23A for employees and experts in Special Economic Zones
  • E23U for work sponsored by non-corporate entities
  • E23V for experts in trade offices
  • E23X for experts employed by government institutions
  • E23Y for digital-sector experts under employment sponsorship

Investors, families and students

Investor permits sit under E28. Holders may hold business discussions, negotiate and sign agreements, and a new sub-index, E28G, covers representatives of holding companies assigned to Indonesian subsidiaries.

Family union permits remain under E31, with a new E31J for unmarried foreigners under 18 joining a sibling who holds a stay permit. Student permits remain under E30, with E30F added for student exchange programmes.

What it means for HR teams

Existing records may still show old names, while new applications use the new indices. When you plan a new hire, a family relocation or a renewal, check which index applies before documents are prepared.

Our system records the index for every permit we handle, so each employee and family member has one up-to-date file.
